Tree rules in Ocean Grove
Ocean Grove follows Neptune Township's tree ordinance (Neptune Township Code, Ch. 12, § 12-4 (Tree Removal and Tree Cutting)), plus a historic-district layer and the Ocean Grove Camp Meeting Association, which owns the land under most homes and leases it on 99-year ground leases. As posted when we checked on November 2, 2026:
- Township tree permit: trees 4 inches and up need a permit, but an existing single-family home is exempt when clearing an acre or less. Condos, multifamily buildings, guest houses run as businesses and HOAs should expect to file ($15 per tree; replacement or $240–$3,680 per tree when required).
- Historic district site work: the Historic Preservation Commission (HPC) reviews exterior and site changes in Ocean Grove, including fences, patios, pathways, slate sidewalks, retaining walls and paving. Taking a tree down isn't on the HPC's list of typical projects. But if roots or the removal mean resetting a slate sidewalk, fence or walkway, that part needs a Certificate of Appropriateness (reviewed in about 5–10 business days).
- Smaller grading trigger: inside the Ocean Grove historic district, any land disturbance of 50 square feet or more needs a Township grading permit (150 sq ft elsewhere in Neptune). Stump grinding alone is usually small, but root removal plus regrading or replanting can add up.
- Camp Meeting Association rules: under the Camp Meeting Association Rules and Regulations, work on a lot that needs a Township permit must first be approved by the Association. The rules also bar exterior work on buildings and structures on Sundays except emergencies, and only then with the Association's written permission. Lessees must keep sidewalks and curbs in front of their lots in repair.
Before a big job, call the HPC office (732-988-5200 ext. 270) and the Camp Meeting Association to confirm what they need. Tell your tree company to plan for a weekday and to protect slate walks and porches. An emergency on a wire or a house comes first: call 911 and JCP&L.
Local notes for Ocean Grove
- No room to drop: with porches a few feet apart, tents near the Great Auditorium and cars on every street, nearly every removal is climbed and lowered in sections. Book off-season, when parking and street access are easier (tree removal, trimming).
- Roots vs. slate sidewalks: old street trees heave slate and brick walks. Before removing a healthy tree just for the sidewalk, ask an arborist about root pruning, and remember sidewalk resets go through the HPC (hazard tree assessment, stump grinding).
- Salt and nor'easters: blocks by the boardwalk and Wesley and Fletcher Lakes take salt spray and northeast wind, and browning evergreens are not always dead (salt damage, nor'easter tree damage).
- Shared-lot trees: trees often straddle lot lines here, so settle who pays with your neighbor before the crew shows up (who pays when a neighbor's tree falls, cutting overhanging branches).
- Neighbors: Bradley Beach, Neptune Township, Neptune City and Avon-by-the-Sea.
Before you hire
New Jersey requires tree care businesses to be licensed through the NJ Board of Tree Experts. Ask for the company's Licensed Tree Care Operator number and certificate of insurance. For stump grinding, the free 811 utility markout is required before digging (NJ One Call).
Storm damage or a tree on a wire?
If there is immediate danger, call 911. Stay away from downed lines and report them to your electric utility (JCP&L, 1-888-544-4877, also serves this part of Monmouth County). Then see what to do after a storm and what insurance usually covers.
