Tree permits in Neptune City
Neptune City adopted a community-wide tree ordinance in 2024 (Ord. 2024-10, now Neptune City Borough Code, Ch. 124, § 124-6 (Tree Removal and Replacement)). As posted when we checked on November 2, 2026:
- Who needs approval: anyone removing a street tree 2.5 inches or more across, or a tree on their own property 6 inches or more across (measured 4.5 feet up), must file a Tree Removal Application with the Conservation Officer. Nothing comes down until it's approved.
- Small application fees: $5 for a 6–12.99-inch tree, $10 for 13–32.99 inches, $15 for 33 inches or more. The application needs three copies of a plan showing the trees to be kept and removed.
- Replacement: replant 1 to 4 trees (at least 1.5-inch caliper) per tree removed depending on size, within 12 months, and replace any that die in the first year. If they can't fit, the fee in lieu runs $240, $660, $2,440 or $3,680 per tree.
- Most homeowners skip replacement: residents who remove fewer than four trees under 33 inches on their property within three years are exempt from the replacement requirement, with written justification.
- Hazard trees: dead, dying, diseased or infested trees, or ones damaging a structure or threatening safety, come down with no fee or replacement. Have photos or a statement from a NJ Licensed Tree Expert; in an emergency removal, the documentation can follow.
Fines are at least the cost of the required replacement trees and planting, per tree. Download Neptune City's tree removal application. If the tree is 6 inches or bigger, file before anyone cuts.
Local notes for Neptune City
- Measure first: the 6-inch threshold for trees on your lot catches almost any real tree, so file the $5–$15 application even for one removal; it's cheap and fast compared with a fine.
- Dead trees are free to remove: dead, dying or bug-killed trees are exempt from fees and replacement, so get photos or a Licensed Tree Expert's note before the crew arrives (dead tree removal, stump grinding).
- Near the Shark River: saturated ground along the river lets trees tip in wind, and ice or heavy snow adds load (ice and snow load prep, emergency tree service).
- Neighbors: Bradley Beach, Avon-by-the-Sea, Belmar and Wall Township.
Before you hire
New Jersey requires tree care businesses to be licensed through the NJ Board of Tree Experts. Ask for the company's Licensed Tree Care Operator number and certificate of insurance. For stump grinding, the free 811 utility markout is required before digging (NJ One Call).
Storm damage or a tree on a wire?
If there is immediate danger, call 911. Stay away from downed lines and report them to your electric utility (JCP&L, 1-888-544-4877, also serves this part of Monmouth County). Then see what to do after a storm and what insurance usually covers.
